Blur: soften or streak a picture

Blur softens a layer evenly; Radial blur streaks or spins it around a sharp focal point.

Try this

  1. Press play and compare each cell with Untouched.
  2. Click the photo below Untouched, open Effects and click Radial blur.
  3. Drag Focal X, or change Blur to Spin.
  4. Click Blur region and tick Contain. The swirl stays inside the ellipse.
